Some admin panel reorg: moving 'search engine tracking' out of being in the members area and into the forum area, as well as breaking up 'Security and Moderation', the moderation parts (which don't make sense) are still where they are, security has been moved under Server Settings; like int. hooks management the idea is to prevent users accidentally going in there so often because security stuff should generally be left alone.

! I have no idea why drafts are disabled by default, that seems insane. But even if you do want them disabled, it shouldn't require going to the Core Features page to do it, should really be from the Drafts page. And, so it is.

! Antispam questions should support multiple languages and multiple answers per question. Note that this does not, currently, support upgrading existing questions but likely it would be better if the admin were to review their questions anyway. Apologies to JS purists; I'm sure the JS could be better handled but someone better than I should probably do that.

! Add Personal Text to the list of standard profile fields, incidentally this makes the field available on registration, as an option. Because of conflicts with the ability to set default text, setting default text is only available when the field is enabled and not shown at registration (the default). We *could* amend birthday to be disabled but we probably shouldn't, we can revisit that in future, which means this should resolve #301.
