! Rejig the spacing on extra_before and extra_after items so the theme controls them rather than the source and more importantly, so that the spacing can be fixed for IE9 and Chrome being silly.

! Accept 7 digit user ids in cookies, fixes #807. Also refined the regex to not accept string ids at the same time since they should now always be ints. There's a slight performance boost but saving 2 bytes every single request before gzip seems like a good idea to me. NB: Users of test sites will find themselves logged out and will need to log back in again just for the first time (to fix the cookie).

! Preliminary support for notifying a user their options have been saved in the admin panel, per #802. This only covers 4 of the 5 in Forum > Posts and Topics but it's a start. Basically, set $_SESSION['adm-save'] to boolean true when settings were saved, or the error message if not.
