! Rename ignore/unignore in moderation reports. Rest of the code not changed because technically it's the same behaviour (it is, technically about ignoring the reports), fixes #1101 or what's left of it to fix. Important to note: clicking ignore does have a popup telling you what it's going to do.

! Phasing out moderator preferences and instead just allowing them to collapse the stuff that they're not interested in. Simpler in the long run, and more likely to get used. The settings page is nearly dead but until it is, it stays.

! Back to notification stuff. So with the changes to the menus etc, we don't use the old tests for whether to show reports and whatnot so we might as well begin phasing them out.
