! Reworded string to fix #398. As discussed, ideally we'd change how the permissions are handled in general but this is really not something we should be doing in 2.1 because it's fundamentally changing how users configure it and might lead to all kinds of unexpected issues. 3.0 on the other hand is fair game for such.

! Clearing the admin/mod logs no longer has the 24 window. Instead, a message is left that the log was cleared. To discourage tampering, that message cannot be deleted on its own, only as part of the log being cleared... but a message is still left saying it was cleared, if that makes sense.

! Rejig the spacing on extra_before and extra_after items so the theme controls them rather than the source and more importantly, so that the spacing can be fixed for IE9 and Chrome being silly.
