! Don't do the allow_calendar_event tests if the calendar isn't enabled, and if you can't post, don't bother to do the extended checks. Also, the menu executes *after* principle execution so putting the allow_calendar_event code primarily in the menu code is no good for the calendar - but if we did it in the calendar, let's not redo it for the menu.

! Only load a language file if we need it because the first time call_integration_hook is run, the theme paths are not known which means that loadEssentialThemeData has to run which costs an extra DB query we don't actually need to run.

! There really is no good reason now not to be ORDER BY LENGTH(code) for smileys. MySQL supports it now after those rocky days when we couldn't rely on it, PGSQL and SQLite seem to support it as far as I can tell, it's also cached so the filesort isn't the killer it could necessarily be. Let's do this and fix #1091 while we're at it.

! While Mantis 4870 had this dealt with, this is illogical. If you're substituting language-specific strings and the language needs them lower-case, make them lower case and be done with it... don't have workarounds for workarounds.
