! Clean up some of the stuff surrounding word censoring; there's no need to declare the theme setting for censoring in new installs, the wrong name was used for upgrades, SQLite tried to do it twice, and we had some undefined variables kicking around. Fixes #656 and #602 looks done to me too.

! Remove 'recode line endings' UI item. It is a feature that some might depend on but that shouldn't have a UI item; a plugin can add it back if the option really is required but it can remain a hidden setting without any real trouble. This also fixes #600 - it's actually much better IMNSHO to pretend it doesn't exist for users than to confuse them with trying to explain it and if someone *does* need it, we can direct them to turning it on again.

! Antispam questions should support multiple languages and multiple answers per question. Note that this does not, currently, support upgrading existing questions but likely it would be better if the admin were to review their questions anyway. Apologies to JS purists; I'm sure the JS could be better handled but someone better than I should probably do that.
